The Umrah Management Strengthening Course is a Government initiative under the Umrah Regulatory Council (MKSU). The purpose of organizing the KPPU is to strengthen the governance of umrah management following the increase and prevalence of umrah package fraud cases. According to statistics collected by the Malaysian Consumer Claims Tribunal (TTPM) from 2012 to 2015, a total of 2761 victims were defrauded with accumulated losses exceeding RM19 million. Therefore, the KPPU was introduced as a prerequisite before companies can be granted a special umrah license. Among the objectives of the KPPU are:
- As a prerequisite for special umrah licensing requirements.
- Standardize the overall handling and management of Umrah.
- Improve the professionalism of umrah management agencies.
- Producing skilled and integrity-based Umrah managers and guides.
