Course Objectives
- To improve the quality of services offered in order to enhance tourist satisfaction.
- To ensure that travel and tour agency operators are always equipped with the latest and relevant information on current issues as well as the direction of the Ministry of Tourism, Arts and Culture Malaysia.
- To encourage the practice of continuous education.
- To serve as a platform for local tourism industry operators to provide feedback on current issues related to the tourism industry.

Umrah Handling Consolidation Course (KPPU)
Course Introduction
The Umrah Management Strengthening Course (KPPU) is a government initiative under the Umrah Regulatory Council (MKSU). KPPU aims to strengthen the governance of Umrah management in response to the increasing prevalence of Umrah package fraud.
According to statistics compiled by the Tribunal for Consumer Claims Malaysia (TTPM) from 2012 to 2015, a total of 2,761 victims were defrauded, with accumulated losses exceeding RM19 million. Therefore, KPPU was introduced as a prerequisite for companies seeking to obtain a special Umrah licence.
KPPU Objectives
- To serve as a prerequisite for obtaining a special Umrah licence.
- To standardise the overall administration and management of Umrah services.
- To enhance professionalism among Umrah management agencies.
- To develop skilled and ethical Umrah managers and guides.
