What types of applications are typically required to be referred to the JTI or JPICT?

Approval from the JTI or JPICT is mandatory for proposed ICT procurements, development, and project implementations across the Ministry and its under-secretariat agencies, which include:

    • The development, upgrading, expansion, or redevelopment of application systems and portals; 
    • The procurement of hardware, software, licenses, networks, and ICT security equipment; 
    • ICT services such as cloud computing, subscriptions, rentals, maintenance, and managed services; 
    • Data integration and sharing projects between agencies, including the implementation of integrated digital services based on the Whole-of-Government (WoG) concept; 
    • In-house ICT projects utilizing Development Allocations, Operating Allocations, or Public-Private Partnership (PPP) methods; and 
    • Significant changes to previously approved projects, such as alterations in scope, cost, specifications, quantity, or implementation periods.
