- Umrah operating companies must appoint a Person In Charge (PIC) for groups of 40 pilgrims and above to control/manage the pilgrims throughout the journey including while at the airport or International Port of Entry (PMA) in Malaysia. Meanwhile, for groups of less than 40 pilgrims, the PIC must manage the pilgrims at the PMA. Management procedures and how to apply for PIC permission to enter the PMA area at KLIA will be announced later through the umrah operating associations;
- Mandating booster doses; and
- Allowing mandatory quarantine at home without applying for HQA approval. However, pilgrims are allowed to undergo mandatory quarantine at private quarantine stations with the cost of accommodation, food and treatment borne by themselves.
