Account Division
Suppliers may self-register online through the e-Vendor Portal at https://evendor.anm.gov.my. The steps involve visiting the portal, clicking the ‘REGISTER’ button on the main page, completing the online form with accurate company information, uploading the required supporting documents, and reviewing all details before submitting the application. A complete user guide is also available within the portal for reference.
Applicants must submit their application to the relevant Accounting Office (AO) or Responsibility Centre (PTJ) in the state where they are located. This is done by downloading the offline Supplier Registration Form from https://evendor.anm.gov.my and completing it accurately. The completed form must be submitted together with supporting documents—including a copy of the representative’s or individual’s Identity Card or Passport, a copy of the company/organisation Registration Certificate (if applicable), and a copy of the bank account book or latest bank statement—to the relevant AO or PTJ for processing.
Compound payments can be made through the Accountant General’s Department of Malaysia (JANM) iPayment Portal at https://ipayment.anm.gov.my. Users must register as a new user (if they do not have an account) and log in. Please ensure that the compound bill has been keyed into the system by the relevant State Ministry of Tourism, Arts and Culture Office or the Tourism Licensing and Enforcement Division before selecting the bill and proceeding with the available payment methods. Payers may also seek assistance from the State Ministry of Tourism, Arts and Culture office where the compound was issued.
Finance Division
For the procurement of supplies and services, contractors or suppliers must be registered with the Ministry of Finance (MOF) under the relevant field codes and obtain a Company Registration Certificate, with further details available through the Quotation/Tender Notice on the ePerolehan portal. For works procurement, they must be registered with the Construction Industry Development Board Malaysia (CIDB), hold a Contractor Registration Certificate (PPK) with the appropriate grade, category, and specialization, and possess a Government Works Procurement Certificate (SPKK). For tenders or quotations involving Sabah and Sarawak, contractors or suppliers must be registered with the Sabah Contractors Registration Centre (PUKONSA) or the Contractors and Consultants Registration Unit (UPKJ) respectively, under the relevant grade, category, and specialization, which certificates are equivalent to the SPKK issued by CIDB.
The registration fee for MOF is RM450.00 for a duration of three (3) years, allowing for a maximum registration of up to 30 field codes.
No manual application forms are provided for MOF registration. All applications must be completed and submitted fully online through the official ePerolehan System website.
For Works procurement, eligibility is open to Grade G1 contractors registered with CIDB and SPKK for values above RM50,000 up to RM200,000; Grade G2 contractors registered with CIDB, PPK, and SPKK for values above RM200,000 up to RM500,000 ; local electrical contractors for electrical works valued above RM50,000 up to RM500,000 ; and Grade G1 or G2 contractors for specialized mechanical works. For Supplies/Services valued above RM50,000 up to RM100,000, eligibility is open to local suppliers or companies within the respective state holding Bumiputera status and registered with MOF. For values above RM100,000 up to RM500,000, it is open to local suppliers or companies within the respective state registered with MOF under the relevant field codes. For Sabah and Sarawak, contractors registered with PUKONSA and UPKJ are also eligible to participate.
Yes, companies, subsidiaries, statutory bodies including Higher Education Institutions, cooperatives, Government staff funds, and Local Authorities are granted equal treatment and are permitted to participate in the procurement exercises of their parent organizations. This aligns with the Government’s decision to grant autonomy to statutory bodies, including Public Higher Education Institutions (IPTAs), to manage procurement involving their respective subsidiaries based on the “let managers manage” principle. All involved agencies are required to establish their own procurement guidelines and internal control procedures, taking into account Government policies to ensure that procurement is conducted in a transparent, fair, equitable manner, and with full accountability.
Industrial Development Division
- Application information – Applicants can download the guidelines, evaluation criteria, and MyTQA application form from the official MOTAC website (https://www.motac.gov.my/malaysia-tourism-quality-assurance-mytqa/)
- Self-assessment – Applicants are encouraged to conduct a self-assessment before submitting the MyTQA evaluation application to MOTAC
- Submit Application – The evaluation will be implemented within 30 days after the complete documents are received by MOTAC.
- Evaluation Session – An Evaluation Panel recognized by MOTAC will conduct an evaluation at the product location.
- Evaluation Decision – The decision will be informed within fourteen (14) days after the MyTQA Evaluation Panel Committee Meeting convenes.
There are seven (7) categories of tourism products under the MyTQA programme, namely:
- Man-Made Tourism;
- Aqua & Marine Tourism;
- Sports & Recreational Tourism;
- Culture & Heritage Tourism;
- Nature, Adventure & Eco-Tourism;

- Meetings, Incentives, Conventions & Exhibitions (MICE) Tourism
i) Utilizing the MyTQA Certificate & Plaque for tourism product promotional purposes.
ii) Opportunity to participate in service quality training courses organized by MOTAC.
iii) Opportunity to participate in overseas trade missions organized by Tourism Malaysia.
iv) Listed on the MOTAC and Tourism Malaysia websites.
i) To establish an Accreditation / Certification Programme as a reference mechanism for domestic and international tourists regarding the quality of tourism products in Malaysia.
ii) To foster a continuous culture of prioritizing tourism product quality among tourism sector operators.
iii) To enhance the quality of tourism products in Malaysia and the quality of services offered.
iv) To increase tourist confidence in tourism products that have been recognized by MyTQA.
The Malaysia Tourism Quality Assurance (MyTQA) is an initiative by the Ministry of Tourism, Arts and Culture Malaysia (MOTAC) to enhance the services and quality of facilities for tourism products in Malaysia. It serves as a recognition for tourism products and provides exposure to tourism industry players to place higher priority on the quality of services provided.
Hotel sector expatriates are not allowed to serve in frontline positions (frontliners) such as Guest Service, Front Office, Front Desk, and related positions.
Employment Pass Categories (Employment Pass)
- Category I The minimum monthly salary is RM20,000.00 and above with an employment duration of up to 10 years.
- Category II The minimum monthly salary is RM10,000.00 to RM19,999.00 with an employment duration of up to 10 years and requires a replacement plan.
- Category III The minimum monthly salary is RM5,000.00 to RM9,999.00 with an employment duration of up to 5 years and requires a replacement plan. However, the support period by MOTAC is limited to a maximum of 2 years.
Yes. Effective 1 June 2026, MOTAC processes expatriate support letter applications for all employment pass categories (categories I to III).
Application Requirements for Expatriate Support
- Application Method Applications must be submitted through the company or an appointed authorized representative.
- Company Registration (SSM) The applying company must be registered with the Companies Commission of Malaysia (SSM).
- Business Licence (PBT) The company must possess a valid business licence from the Local Authority (PBT).
- Paid-up Capital The company must comply with the minimum paid-up capital as required.
- Minimum Salary Comply with the minimum salary according to the expatriate category set by the Immigration Department of Malaysia.
- Academic Qualifications Requirement of a Degree / Diploma / Certificate or professional qualification and its equivalent in a field related to the position offered.
- Work Experience Possess work experience as specified in the related field based on academic qualifications; and

The Ministry of Tourism, Arts and Culture (MOTAC) only processes expatriate support letter applications for the Hotel, Spa Services, and travel agency (Travel Agency) sub-sectors.
Currently, only six (6) employment sectors are allowed for the recruitment of foreign workers, which comprise five (5) formal sectors including the construction, manufacturing, services, plantation, and agriculture sectors. Meanwhile, one (1) informal sector is foreign domestic helpers.
For the tourism services sector, the recruitment process for foreign workers is generally as follows:
- Step 1: Obtain Initial Approval to Employ Foreign Workers – Employer’s Action: Employers need to apply for approval under Section 60K of the Employment Act 1955 through the foreign worker management system. · Involved Agency: This approval is issued by the Department of Labour Peninsular Malaysia (JTKSM).
- Step 2: Apply for Foreign Worker Quota – Employer’s Action: After initial approval is obtained, the employer submits the foreign worker quota application through the FWCMS (Foreign Workers Centralized Management System) system. · Requirement: Upload the required supporting documents into the system.
- Step 3: Interview at OSC KDN – Employer’s Action: Once the documents are verified, the employer must choose an appointment date and attend the interview session at the One Stop Centre (OSC) for Foreign Worker Management, Ministry of Home Affairs (KDN). Evaluation Process: The session is conducted together with the relevant panel, including MOTAC. The application decision is usually given on the same day.
Step 4: Levy Payment – Employer’s Action: If the quota application is approved, the employer must settle the foreign worker levy payment online within the stipulated timeframe.
The allowed employment period is 5 years + 5 years for the formal sector.
As the regulatory agency (AKS), MOTAC plays a role in determining the employment requirements and criteria for foreign workers in the tourism sector and approving the number of foreign worker quotas based on those requirements and criteria.

Project Criteria and Conditions
- Nature of Project The project must not be membership-based or exclusive in nature.
- Accommodation Project For accommodation projects, there is no minimum length of stay requirement.
- Physical Development Status The physical development of the project must be at least 75% and certified by a certified architect.
A company incorporated in Malaysia that undertakes accommodation and non-accommodation projects, for example, Theme Parks, Integrated Handicraft Centres & Cultural Exhibitions, Galleries & Museums, Marina Parks, Tourism Restaurants, and Conference/Exhibition Centres.
A tourism project refers to a project that is specifically planned and developed to promote tourism activities and is capable of attracting tourists to visit the location as well as involving themselves in the activities held.
Applicant Eligibility Requirements:
- Entity Registration The applicant must be registered under:
- Companies Act 1965 / Companies Act 2016,
- Companies Commission of Malaysia 2002, and/or
- Co-operative Societies Act 1970 or Co-operative Societies Act 1993.
- Shareholding (Equity) The applicant must be owned by Malaysian citizens with a shareholding of at least 51%.
- Company Operational Status New or existing companies implementing or planning the implementation of tourism projects. However, for TKP, existing companies must have been in operation for more than two (2) years.
- Project Location The project must be located or operating in Malaysia.
This facility is managed by appointed financial institutions offering competitive profit rates.
There are two (2) types of Tourism Sector Financing provided by MOTAC, namely the Urban Renewal and Tourism Programme (URTP) managed by Bank Pembangunan Malaysia Berhad (BPMB) and the Special Tourism Fund (TKP) managed by SME Bank.
The Tourism Sector Financing facility is an initiative provided to assist tourism companies and operators in obtaining financing to develop, upgrade, or expand tourism products and services in Malaysia.
Information Management Division
BPM is responsible for planning, developing, managing, and maintaining the overall ICT infrastructure, ICT governance, application systems, and cybersecurity, as well as fostering a digital culture across the Ministry of Tourism, Arts and Culture.
- MOTAC JTI: Responsible for evaluating the technical aspects of every proposed ICT project and procurement. This evaluation covers detailed specifications, system integration, cybersecurity, and technological suitability before the proposal is submitted to the JPICT level.
- MOTAC JPICT: Responsible for considering and approving ICT projects and procurements to ensure their implementation aligns with the Ministry’s priorities, financial allocations, and digitalization direction.
Approval from the JTI or JPICT is mandatory for proposed ICT procurements, development, and project implementations across the Ministry and its under-secretariat agencies, which include:

- The procurement of hardware, software, licenses, networks, and ICT security equipment;
- ICT services such as cloud computing, subscriptions, rentals, maintenance, and managed services;
- Data integration and sharing projects between agencies, including the implementation of integrated digital services based on the Whole-of-Government (WoG) concept;
- In-house ICT projects utilizing Development Allocations, Operating Allocations, or Public-Private Partnership (PPP) methods; and
- Significant changes to previously approved projects, such as alterations in scope, cost, specifications, quantity, or implementation periods.

Users are required to download the e-SAS System Registration Form from the Download menu on the MOTAC Intranet portal. The completed form must be submitted to the system administrator at BPM for further processing.
Applications can be submitted through the following steps:
- Download Borang C – Borang Permohonan Peminjaman Peralatan ICT from the Download menu on the MOTAC Intranet portal.

If there is a network disruption, please follow these steps:

Such hardware cannot be disposed of as domestic waste. Your Division must submit a request for a technical inspection to BPM for a Certificate of Disposal (Perakuan Pelupusan – PEP). BPM will evaluate whether the equipment qualifies for disposal in accordance with government movable asset management procedures (Refer to Treasury Circular AM 2.7).
Infrastructure Development Division
The Infrastructure Development Division coordinates and manages physical development projects related to tourism, arts, and culture at MOTAC.
The Infrastructure Development Division coordinates two sources of allocation to fund development projects at MOTAC, namely the Development Allocation (DE) under the Five-Year Malaysia Plan (RMLT) and the Operating Allocation (OE), specifically the Program Khusus Pemerkasaan Sektor Pelancongan, Kebudayaan dan Warisan (Special Programme for the Empowerment of the Tourism, Culture, and Heritage Sector).
Allocations to fund development projects that support the tourism, arts, and culture industry can be applied for by departments and agencies under MOTAC. This facility is also extended to Federal Departments/Agencies, State Governments, and Local Authorities, subject to the established terms and conditions.
Applications must be made in writing to the Infrastructure Development Division by submitting supporting documents related to the proposed project. Tentatively, this Division will issue invitations to Federal Departments/Agencies, State Governments, and Local Authorities at the end of the preceding year, while the screening process will be conducted at the beginning of the respective implementation year.
Integrity Unit
The Integrity Unit ensures good governance, strengthens integrity, detects misconduct, manages integrity complaints, ensures compliance, and oversees disciplinary matters.
The Integrity Unit acts as a central body for integrity reference, conduct monitoring, and integrity complaint investigation.

International Relations Division (Culture)
Multilateral cooperation refers to cooperation involving Malaysia and international organizations or bodies in the field of culture.
Examples of international organizations coordinated by the Unit include:
- United Nations Educational, Scientific and Cultural Organization (UNESCO);
- Islamic World Educational, Scientific and Cultural Organization (ICESCO);
- Alliance for Cultural Heritage in Asia (ACHA); and
- Asia-Europe Meeting (ASEM).
HAK serves as the focal point for cultural matters related to UNESCO and coordinates Malaysia’s inputs and participation in relevant meetings or programmes.
The Committee discusses and coordinates matters related to international cultural cooperation involving relevant ministries and agencies.
Proposals should be submitted to HAK for review, coordination and further action in accordance with the procedures of the relevant international organisation.
HAK coordinates Malaysia’s participation in ASEAN meetings and cooperation related to culture and monitors the implementation of ASEAN programmes and projects.

- ASEAN Summit;
- ASEAN Socio-Cultural Community (ASCC);
- ASEAN Ministers Responsible for Culture and Arts (AMCA);

The ASEAN Cultural Fund is a fund that supports the implementation of cultural cooperation programmes and projects among ASEAN Member States.
Ministries, departments, government agencies, relevant institutions and eligible parties may submit proposals through HAK for consideration in accordance with ASEAN guidelines.
HAK monitors project progress through implementation reports, coordination meetings and ASEAN monitoring mechanisms.
The International Relations Division (Cultural) (HAK) under Ministry of Tourism, Arts and Culture (MOTAC) is Malaysia’s focal point for coordinating inputs, negotiations and feedback related to ASEAN cultural cooperation.
International Relations Division (Cultural) (HAK) is responsible for planning, coordinating and monitoring international cooperation in the field of culture at the bilateral, multilateral and ASEAN levels, with the aim of strengthening Malaysia’s cultural diplomacy.
The parties that may engage with International Relations Division (Cultural) (HAK) include:

- Foreign embassies in Malaysia;

International Relations Division (Cultural) (HAK) provides services such as:
- Coordination of international cultural cooperation;
- Preparation and coordination of cultural cooperation documents;
- Coordination of Malaysia’s participation in international meetings related to culture;
- Coordination of cultural programmes with foreign countries and international organizations; and
- Processing applications for Government-to-Government (G-to-G) Letters of Support.
Bilateral cooperation refers to cultural cooperation between Malaysia and another country through programmes, exchanges, Memorandum of Understanding (MoUs), agreements and arts, culture and heritage activities.
The programmes coordinated include:
- Cultural festivals;
- Arts performances;
- Artist exchanges;
- Training programmes;
- Seminars;
- Workshops;
- Cultural dialogues; and
- Other cooperation programmes agreed upon by both countries.
Proposals may be submitted through diplomatic channels such as embassies, high commissions or ministries of foreign affairs before being coordinated with MOTAC.
The Unit coordinates the preparation, review and negotiation of cultural cooperation documents with relevant ministries, agencies and partner countries.
A G-to-G Letter of Support is an official letter issued to support official arrangements between the Government of Malaysia and the government of another country involving arts, culture and heritage programmes or activities, subject to the applicable guidelines and approvals.
Applications must be submitted to International Relations Division (Cultural) (HAK) together with complete documents, such as:
- An official application letter;
- A programme proposal paper;
- Information on the organiser;
- Programme schedule; and
- Relevant supporting documents.

Key Performance Indicators & Bumiputera Agenda Empowerment Unit
This Unit is responsible for planning, implementing and monitoring the Key Performance Indicators (KPIs) for MOTAC at PPTPA Tier 1, 2, 3 and 4 levels, as well as coordinating related Government initiatives.
Each Division, Department and Agency under MOTAC that is involved is responsible for providing KPI data and information for Senior Management within the given timeline.
Divisions/Departments/Agencies are required to submit the data together with supporting documents to the KPI Unit through the prescribed system or method.
The coordinator must provide justification, as well as explain the issues and challenges faced, with the agreement of the KPI owner before the information is submitted to the secretariat.
ARPA is a Government initiative aimed at strengthening public service delivery to make it more efficient, effective and people-centred. This Unit coordinates the implementation of ARPA initiatives at MOTAC.
The RKB Project is an initiative to improve work processes and reduce bureaucratic procedures in government service delivery, making services more efficient and customer-friendly.
These programmes are initiatives under the MADANI Government aimed at improving community well-being through integrated development projects and activities. MOTAC also coordinates the implementation of these programmes within the Ministry.
The Unit coordinates the participation of divisions and agencies under the Ministry in the Program MADANI Rakyat to promote the Ministry’s services and initiatives to the public.

The MM2H Programme is a Malaysian Government initiative that allows eligible foreigners to reside in Malaysia with a Long-Term Social Visit Pass and a Multiple Entry Visa (MEV).

Both the principal and dependents must undergo a medical check-up at a designated panel clinic/hospital appointed by the Ministry of Tourism, Arts and Culture after receiving approval. These panel clinics ensure that services and charges imposed on all MM2H applicants are standardized.
Renewal applications (every 5 years) require the submission of up-to-date documents such as:
- Copy of valid passport.
- Copy of medical report.
- Copy of health insurance.
- Copy of MM2H Visa.
- Copy of Conditional Approval Letter.
Participants are allowed to bring the following dependents:
- Spouse (husband/wife).
- Biological, step, or adopted children under 21 years old.
- Children aged 21 to 34 years old, provided they are unemployed and unmarried in Malaysia.

- Parents and/or parents-in-law.

If the principal dies, the MM2H Pass is allowed to be transferred to the next-of-kin, who must be a dependent previously named by the principal.
Participants need to terminate their pass if:
- Participants no longer wish to reside in Malaysia and want to return to their home country or relocate elsewhere.
- Participants wish to withdraw the full balance of their Fixed Deposit (FD).
- Participants wish to switch to another type of immigration pass in Malaysia (e.g., Employment Pass, Student Pass).
Yes, you are allowed to reapply. However, the reapplication will be assessed as a new application and is subject to all MM2H criteria and conditions in force at the time of reapplication.
The MM2H Pass termination application must be submitted to the OSC MM2H at Ministry of Tourism, Arts and Culture (MOTAC) Putrajaya.
The basic documents required include:
- Original passport of the principal applicant and all dependents.
- Original MM2H Long-Term Social Visit Pass sticker in the passport.
- Official termination intention letter from the principal applicant.
- Original/Copy of the MM2H Pass Approval Letter (Letter of Approval).
The termination of a dependent’s pass will not affect the principal applicant’s pass. Dependents can cancel their pass separately. This procedure requires an official application letter from the principal applicant and the dependent, and approval from MOTAC.
Once all documents are submitted, the OSC MM2H will process and place a “CANCELLED” stamp on the MM2H Social Visit Pass sticker inside your passport.
Once the MM2H Pass is cancelled by MOTAC, you need to obtain a Termination Letter from OSC MM2H. This document, along with the FD withdrawal application letter, must be submitted to the Bank where the FD is held.

The Tax Deduction Incentive for Sponsorship (PCP) is a tax deduction from a business’s gross income equivalent to the amount expended on sponsorship activities approved by the Ministry of Tourism, Arts and Culture (MOTAC). This is governed under paragraph 34(6)(k) of the Income Tax Act 1967 (Act 53) to encourage private/corporate sector participation in sponsoring programs, activities, or events related to arts, culture, and/or heritage.
Companies or Non-Governmental Associations acting as organizers of programs, activities, or events that elevate and sustain arts, culture, and/or heritage.
Pursuant to paragraph 34(6)(k) of Act 53, the allowable tax deduction limits are as follows:
- Sponsorship of LOCAL arts, culture, and/or heritage programs/activities/events: Not exceeding RM1,000,000.
- Sponsorship of FOREIGN/OVERSEAS arts, culture, and/or heritage programs/activities/events: Not exceeding RM300,000.
- Note: The aggregate total for both sponsorships must not exceed RM1,000,000.

Tourism Licensing and Enforcement Division
Tourism Industry Act 1992 (Act 482) and the Malaysia Tourism Promotion Board Act 1992 (Act 481) Regulations
Any building, including hostels, hotels, inns, boarding houses, rest houses, lodging houses, and other structures, whether permanent or temporary, that is presented by its owner, proprietor, or manager—either in whole or in part—as offering sleeping accommodation or lodging to tourists for rent or any other form of consideration, regardless of whether food or beverages are provided (Section 2, Tourism Industry Act 1992) [Act 482].
Business Registration: Must be registered with the Companies Commission of Malaysia (SSM), the Malaysia Cooperative Societies Commission (SKM), or provide an Official Letter of Verification if the applicant is a Local Authority (PBT) or a Government Agency.
(i) Business License: The premises must hold a valid Accommodation Premises Business License issued by the respective Local Authority (PBT).
(ii) Scope of Service: The applicant must offer sleeping accommodation, lodging, or other structures—whether permanent or temporary—to tourists for the purpose of accommodation.

The requirements for Spa Classification are as follows:
(i) The spa must have a minimum of five (5) massage beds.
(ii) The spa must offer at least one (1) water-based treatment.
(iii) The spa must provide at least one (1) facial treatment.
No fee is charged for the application.
Applications for Spa Re-grading must be submitted at least three (3) months before the current grading expires.
A Wellness and Massage Premises (PKU) refers to an establishment that provides massage services and does not involve medical diagnosis or prescription. Its services are intended to promote personal well-being and relaxation.
The requirements for the classification of Wellness and Massage Premises (PKU) are as follows:
(i) The premises must have at least six (6) massage chairs or six (6) massage beds.
(ii) The premises must provide foot-washing equipment or a designated foot-washing area.
The owner must submit an official letter together with a justification for the issuance of a replacement certificate.
The grading scoring scheme is as follows: Spas: Wellness and Massage Premises (PKU):
(i) 90–100% = 5 Stars

Kursus Mesra Malaysia is a compulsory module of the Basic Tourist Guide Course. The course certificate must be uploaded as one of the required supporting documents when applying for a Tourist Guide Licence.

The validity period of a new Tourist Guide Licence issued under Probationary (P) status is one (1) year. Licensed Tourist Guides with Full status may choose a licence validity period of one (1) to three (3) years when renewing or applying for their licence.
The Tourist Guide concerned must report the loss at the nearest police station. After that, they may submit a Card Replacement application through the TOURLIST system by uploading the police report and paying the prescribed fee.
Yes. Fees are payable when applying for a Tourist Guide Licence. The processing fee is RM10.00 for a new licence application and RM5.00 for a licence renewal. In addition, the licence fee is RM50.00 for a validity period of one (1) year.

If the Tourist Guide is found to be conducting guiding activities without a valid approved licence, they may be liable for an offence under Section 21 of the Tourism Industry Act 1992 [Act 482], which carries a penalty of a fine not exceeding RM7,000, or imprisonment for a term not exceeding two (2) years, or both.
No. City Tourist Guides under Probationary status are required to attend and pass the Tourist Guide Confirmation Course. Upon passing, they must convert their status from Probationary to Full status. Failure to do so may result in the licence not being renewed or being suspended/revoke.
Companies must hold a tourism agency licence issued by the Ministry of Tourism, Arts and Culture (MOTAC) before applying for an excursion bus / hire and drive car licence. Every ILP is required to register a Teaching Permit for each instructor who will be teaching subjects based on the Malaysian Skills Certificate (SKM) / National Occupational Skills Standard (NOSS) and who has attended the Induction Course conducted by the Department of Skills Development (JPK). Applications can be submitted online through the TOURLIST system.
Applications for an additional branch licence may be submitted by an existing licensed ILP by applying for a branch addition through www.tourlist.gov.my, together with the prescribed processing fee.

Yes. Every tour operator company must have business premises. Among the main conditions are that the premises must be located in a commercial area/area approved or licensed by the local authority (PBT), and the minimum size is 100 square feet. No. Companies are required to have business premises even if they only conduct online promotions. A residential home is NOT allowed to be used as a business premise unless special permission/license is obtained from the local authority (PBT).
Sharing premises with other companies or businesses is NOT allowed. However, sharing premises is only permitted for TOBTAB & MM2H tour operator companies if the owner is of the same individual.
Tour operator companies can apply to renew their license for 1 to 5 years via TOURLIST by referring to the terms/documents specified in the guidelines.
Companies must obtain prior approval from MOTAC for changes in status and premise location. If changes are made beforehand, the company may be penalized/compounded. The relevant changes include:

Currently, applications can only be submitted manually to the State MOTAC Office where the company’s headquarters premise is licensed. Applicants must submit a status change application letter along with the documents specified in the status and premise location change guidelines. Please refer to the relevant guidelines.
A copy of the TTMC receipt can be accepted as a supporting document for a new license. However, for TTEC & KPPU, the company must submit a copy of the course certificate once attended as a supporting document to renew the license or add the Umrah field. These courses are organized frequently, and tour operators have plenty of opportunities to attend them early. The validity periods for the courses are as follows:
(i) TTMC: 1 year from the date of attendance.
(ii) KPPU: 3 years from the date of attendance.
(iii) TTEC: 5 years from the date of attendance.

However, starting from 1 August 2024, for each branch license applied for, companies must first ensure that their current paid-up capital is sufficient. Anchored by the vision “Malaysia: A Sustainable Tourism Destination Rich in Culture,” the National Tourism Policy (NTP) 2020–2030 serves as the overarching framework to drive the transformation of Malaysia’s tourism industry towards greater competitiveness, sustainability, and inclusivity. To realise this vision, the NTP is implemented through six (6) key Transformation Strategies, namely:
(i) Strengthening Governance Capacity;
(ii) Creating Special Tourism Investment Zones (STIZ);
(iii) Embracing Smart Tourism;
(iv) Enhancing Demand Sophistication;
(v) Practising Sustainable and Responsible Tourism; and
(vi) Upskilling Human Capital.
According to UN Tourism, sustainable tourism is tourism that takes into account its current and future economic, social, and environmental impacts, while addressing the needs of visitors, the tourism industry, and local communities. Its goal is to ensure that the benefits of tourism are sustained for future generations.
Ecotourism is a form of nature-based tourism, such as visits to forests, islands, rivers, or marine parks, with an emphasis on environmental conservation and benefits for local communities.
Responsible tourism, on the other hand, refers to the ethical practices of all stakeholders involved in tourism. This includes maintaining cleanliness, respecting local culture, complying with regulations, and supporting local businesses.
In short, sustainable tourism is the overarching goal, ecotourism is one form of nature-based tourism, while responsible tourism refers to the practices that support sustainable tourism.
Malaysia’s tourism industry depends on the sustainability of its natural assets, cultural heritage, and the well-being of local communities. In line with the direction of UN Tourism, ASEAN, and APEC, which advocate sustainable, resilient, and inclusive tourism, Malaysia must ensure that tourism development is managed responsibly to mitigate challenges such as overtourism that have affected several international destinations.
This approach not only safeguards the country’s tourism assets but also strengthens destination competitiveness while ensuring long-term economic and social benefits for the nation and local communities.
MOTAC is committed to undertaking research and studies on tourism, including sustainable tourism, to support evidence-based policymaking, enhance the competitiveness of the tourism industry, and ensure the sustainable development of the sector.
This effort is in line with the National Tourism Policy (NTP) 2020–2030, which promotes responsible tourism development by balancing economic growth with environmental conservation, the preservation of cultural heritage, and the well-being of local communities.
The findings of these studies will also enable MOTAC to identify emerging challenges and opportunities, including addressing issues such as overtourism, while ensuring that the economic and social benefits of tourism are sustained for the nation and its people.
MOTAC strengthens international cooperation through policy development and strategic partnerships at the bilateral, regional, and multilateral levels to enhance the competitiveness of Malaysia’s tourism industry. These collaborations are implemented through three main channels:
(i) Bilateral Cooperation Strengthening cooperation with partner countries through Memoranda of Understanding (MoUs), bilateral meetings, and the implementation of collaborative programmes in the field of tourism.
(ii) Regional Cooperation Advancing the regional tourism agenda through platforms such as the Association of Southeast Asian Nations (ASEAN), the Indonesia-Malaysia-Thailand Growth Triangle (IMT-GT), and the Brunei Darussalam-Indonesia-Malaysia-Philippines East ASEAN Growth Area (BIMP-EAGA).
(iii) Multilateral Cooperation Representing and promoting Malaysia’s interests in international organisations such as UN Tourism, the Asia-Pacific Economic Cooperation (APEC), and the Organisation of Islamic Cooperation (OIC).
Through these collaborations, Malaysia is able to expand access to international tourism markets, attract greater investment and knowledge exchange, promote sustainable tourism practices, and strengthen the country’s position as a globally competitive tourism destination.
MOTAC’s participation in international tourism meetings, seminars, and programmes is essential to strengthening Malaysia’s global presence and enhancing the competitiveness of the country’s tourism industry through:
(i) Safeguarding National Interests Representing and protecting Malaysia’s interests and positions on international platforms while demonstrating the country’s commitment to international cooperation in the tourism sector.
(ii) Capacity Building and Benchmarking Adopting international best practices, particularly in sustainable tourism, digitalisation, and crisis management, while ensuring that Malaysia’s tourism practices are aligned with international standards.
(iii) Strengthening Promotion and Investment Promoting Malaysia’s tourism products and services, expanding strategic partnerships, and attracting investment opportunities through engagement with governments, international organisations, and industry stakeholders.
