CULTURAL SECTOR SUPPORT GRANT (GSSK) 2025

PURPOSE

The MOTAC Cultural Sector Support Grant (GSSK) is a government initiative announced under Budget 2025. It aims to revitalize arts, culture, and heritage programs, activities, and events in preparation for the Visit Malaysia Year 2026 campaign.

OBJECTIVES

  1. To provide support and financial assistance to organizers and practitioners across various levels to execute arts, culture, and heritage programs, activities, or events.

  2. To boost arts, culture, and heritage programs towards the staging of the Visit Malaysia Year 2026 campaign.

  3. To reflect the government’s responsibility, specifically MOTAC’s, in developing and expanding the nation’s arts, culture, and heritage.

ELIGIBILITY CRITERIA

Eligible Entities:

  • NGOs / Arts, culture, and heritage associations that are registered and currently active under the Societies Act 1966.

  • Non-Profit Organisations (NPO) in the arts, culture, and heritage sectors registered under the Societies Act 1966.

  • Co-operatives registered under the Co-operative Societies Act 1993 (the establishment objectives must include elements of arts, culture, and heritage).

  • Private Companies (with incorporation documents containing arts, culture, and heritage elements).

  • Other entities registered with the government and recognized by MOTAC.

Ineligible Entities:

  • Ministries, Government Departments, Statutory Bodies, and Government Agencies.

  • Malaysian Universities Cultural Council (MAKUM).

  • Any organization not registered with the government.

  • Political parties.

  • Individual persons.

  • Any entity blacklisted by the government.

FOCUS AREAS

  • Media: Print and electronic documentaries (such as books, newspapers, and other publications) and short audio-visual materials for tourism, arts, culture, and heritage promotion.

  • Arts: Visual arts (paintings, works on paper, sculptures, art objects, and new media) and performing arts (music, dance, and theater, both traditional and contemporary).

  • Heritage: Language and literature, gastronomy, martial arts, festivals and celebrations, handicrafts, traditional attire, craftsmanship, and writing.

  • Creation: Designs featuring local arts, culture, and heritage elements (such as traditional attire, fashion, crafts, accessories, and interior designs).

  • Conferences / Seminars / Workshops / Symposiums / Colloquiums

  • Competitions

  • Productions / Performances

  • Publishing / Recording / Documentation / Digitalisation

  • Other similar programs recognized by MOTAC

DISBURSEMENT RATES

Disbursement is released in two phases based on a percentage of the total approved grant amount:

Approved Amount First Disbursement Second Disbursement
RM100,000 and below 60% 40%
Exceeding RM100,000 40% 60%

Note: Applications for programs, activities, or events that have already received funding, grants, or financial incentives from MOTAC, its departments/agencies, or any other ministry/department/agency for the same program in the year 2025 are subject to MOTAC’s discretion and consideration.
