The Cultural Support Letter issued by the Ministry of Tourism, Arts, and Culture (MOTAC) is one of the government’s efforts to maintain diplomatic relations with foreign countries in the fields of arts, culture and heritage. This letter aims to facilitate the application process by the relevant authorities. However, it is subject to compliance with the stipulated terms and regulations.

This initiative aligns with the National Cultural Policy (DAKEN) to strengthen and enhance cross-cultural activities\/programs at both the national and international levels in Malaysia. The granting of cultural status is based on the signed agreements or memorandum of understanding in the field of culture between the Government of Malaysia and foreign countries. <\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t

GUIDELINES FOR APPLICATION OF PERFORMANCE SUPPORT LETTER BY FOREIGN ARTISTS (ALN), MINISTRY OF TOURISM, ARTS AND CULTURE <\/div><\/span>\n\t\t\t\t\t\t\t\n\t\t\t<\/path><\/svg><\/span>\n\t\t\t<\/path><\/svg><\/span>\n\t\t<\/span>\n\n\t\t\t\t\t\t<\/summary>\n\t\t\t\t

\n\t\t\t\t\t\t\t\t\t

1. The Ministry will issue a Cultural Support Letter to the organiser based on the following two (2) statuses:

i. Cultural Exchange<\/strong>
\u2022 There is an active cultural agreement between Malaysia and a foreign country;
\u2022 ASEAN countries; and
\u2022 Organisers categorised as Ministries, Statutory Bodies, and Government Departments\/Agencies (Government programs).

ii. Cultural Cooperation<\/strong>
\u2022 There is no cultural agreement between Malaysia and a foreign country;
\u2022 Non-ASEAN countries; and
\u2022 Organizers categorised as Non-Governmental Organizations (NGOs), private limited companies, welfare\/charitable organisations and other private companies.

2. The application must include the following supporting documents:

a) Diplomatic Note\/Note Verbal from the Embassy in Malaysia
(Specify whether the program costs are borne by the Government\/ Non-Governmental Organisation (NGO)\/private limited company\/ welfare\/charity organisation\/other private companies);
b) Complete name list (downloadable);
c) Copy of passport (coloured);
d) Flight details (downloadable);
e) List of performance equipment (downloadable);
f) Program itinerary; and
g) Performance profile.

3. A complete application must be submitted to the secretariat at least 30 days before the program is carried out.

4. Applicants must fill out a Google Form for the secretariat\u2019s preliminary review.

5. Completed documents must be submitted in 13 hardcopy copies to the secretariat at the following address:

6. It is the responsibility of the organiser to collect the Cultural Support Letter from MOTAC and deliver it by hand to all Ministries\/Departments\/Agencies\/ Authorities as stated in the letter.

7. Approval-related matters from the relevant authorities for the performance of Foreign Artists (ALN) fall under the jurisdiction of those respective authorities.

8. Starting from the year 2025, only applications submitted through the Embassy Office will be considered. Applications from individuals, Non-Governmental Organizations (NGOs), private limited companies, welfare\/charity organizations, or other private companies will not be considered.

9. Government programs organised by Ministries, Statutory Bodies, and Government Departments\/Agencies are exempted from submitting a Diplomatic Note\/Note Verbal when applying for the Cultural Support Letter.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/details>\n\t\t\t\t\t\t
